Description:

The incumbent serves as the Assistant Director for the Oakland Regional Benefits Office. As Asst. Director, shares fully with the Director responsibility for the effective, efficient, and economical direction, control, and operation of the VBA's program of benefits & services provided by law for veterans, their dependents, and beneficiaries, and services for other agencies, allied governments, and miscellaneous beneficiaries within the limitations of established policies and delegated authority.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/27/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You must provide a copy of your most recent SF-50, "Notification of Personnel Action" showing that you are in the competitive service and the highest grade or promotion potential held. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess (1) year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates (1) year time-in-grade. General Adjustment and Award SF-50's cannot be used for time-in-grade verification purposes . You may qualify based on your experience as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Specialized Experience is defined as experience in the following areas:
Demonstrated experience in implementing veterans and transitioning servicemembers benefits and economic development operations, regulations, policies, and procedures in collaboration with Federal, State, and Local partners, as well as private sector and non-government organizations. Demonstrated experience in the development, examination, research, and analysis of Veterans benefits programs and economic initiatives to include the identification of policy, procedural guidance, and training to ensure effective program oversight and compliance to increase service delivery. Demonstrated ability to assess, analyze, acquire, and administer human, financial, material, and information resources in a manner that instills public trust and accomplishes the organization's mission. Experience using technology and qualitative and quantitative analytical methodologies to enhance processes and decision-making required to provide day-to-day management and oversight of a large-scale, multi-site, organization with a global presence. Demonstrated experience in the formulation and execution of operational plans and managerial expertise regarding all aspects of staff operations for a large government organization. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work mainly is sedentary.
