Requirements:

To be eligible, you MUST meet both the Basic Requirements AND Specialized Experience Requirement as described below.

BASIC REQUIREMENTS

Applicants MUST meet the requirements in 1, 2, or 3 below:
Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position; AND A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; OR Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver by the agency senior procurement executive. Note: The agency's senior procurement executive has the discretion to waive any or all of the requirements above. Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist.

In addition to meeting the basic requirements as described above, applicants must also meet specialized experience as defined below.

GS-13:
Specialized Experience: One full year of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience is defined as performing, developing and managing all aspects of pre-award and post-award functions including price/cost analysis, negotiation, and other procurement actions for services, materials, and equipment; developing and preparing Statements of Work (SOW) typically involving specialized equipment, and professional or technical services; reviewing and analyzing requests for the procurement of off-the-shelf items that are manufactured to order, specialized services, construction, IT, and equipment and services; preparing solicitation documents and incorporating specific provisions; and negotiating with potential contractors and awarding contracts within delegated contracting officer authority. Applicant must currently possess the fully completed applicable certification requirements including mandatory training as prescribed for federal procurement functions, which includes those prescribed as FAC-C Professional requirements or equivalent.

Applicants must submit proof of CURRENT Federal Acquisition Certification in Contracting (FAC-C) or equivalent certification.

Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if: 1) this vacancy is within your ICTAP eligibility; 2) you apply under the instructions in the announcement; and 3) you are found well-qualified for this vacancy.
