Emergency Management Specialist (Recovery)

Description:

This position will be tasked with reporting to the Supervisory Emergency Management Specialist. During Presidentially Declared Major Disasters, the position will be responsible for implementing the Individuals and Household Program in accordance with the laws, regulations, and policies relevant to FEMA's Individual Assistance programs.

To qualify for this Emergency Management Specialist (Recovery) position at the IC-9 level, you must possess one full year of specialized experience equivalent to at least the IC-7 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:

1. Supporting the delivery of disaster assistance programs,
2. Assisting in the delivery of briefings and written analysis for emergency management leadership; and,
3. Conducting research and developing reports using computer information systems such as Microsoft Word, Excel and PowerPoint.

OR
Master's or equivalent graduate degree

or

2 full years of progressively higher-level graduate education leading to such a degree

or

LL.B. or J.D.

OR
Combination of education and experience.

To qualify for this Emergency Management Specialist (Recovery) position at the IC-11 level, you must possess one full year of specialized experience equivalent to at least the IC-9 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:

1. Applying laws, regulations, and policies to make recommendations for program implementation,
2. Developing reports utilizing complex data sets and sources; and
3. Planning, developing, or implementing emergency management recovery programs at the local, State, or Federal level.

OR
Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher-level graduate education leading to such a degree

or

LL.M.

OR
Combination of education and experience.

To qualify for this Emergency Management Specialist (Recovery) position at the IC-12 level, you must possess one full year of specialized experience equivalent to at least the IC-11 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:

1. Applying emergency management directives, policies, regulations, procedures, and methods related to disaster recovery operations,
2. Providing technical advice and guidance to internal and external stakeholders; and
3. Utilizing analytical and evaluative methods to perform efficiency and effectiveness evaluations of recovery programs.
