Description:

This position is also referred to as the District Environmental Health Officer (DEHO) and is located within the California Area IHS, Office of Environmental Health and Engineering (OEHE) Division of Environmental Health Services (DEHS) with a duty station at the Redding District Office. The DEHO is responsible for providing overall management, supervision, and leadership for the DEHS program at the District Office. The incumbent will report to the California Area DEHS Director.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

BASIC REQUIREMENT(S) :
Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Apply appropriate environmental health codes, standards and best practices when identifying risk factors for necessary mitigation; utilize written and verbal communication to teach and gain compliance with environmental health conditions; effectively evaluating and implementing environmental health control measures; Utilize the Accreditation Association for Ambulatory Health Care (AAAHC) to ensure accreditation standards are met; apply the principles and practices of occupational safety and infection control in order to reduce injury and illness.

SELECTIVE PLACEMENT FACTOR
Per IHM Part 3 Chapter 11, 3-11.5D, Area positions at the GS-12 require professional registration as an Environmental Health Specialist (REHS) or registered Sanitarian (RS). Incumbent must possess professional knowledge of the theories, principles, practices, and techniques of Environmental Health required to provide:
  • General environmental health and safety technical assistance, conduct epidemiological investigations, complete plan reviews, conduct health and safety inspections, and address environmental health issues during emergency events (disasters), as evidenced by Professional Registration as a Registered Environmental Health Specialist (REHS) or Registered Sanitarian (RS) through the National Environmental Health Association or any U.S. State or Territory meeting the NEHA reciprocity requirements. NOTE: You must submit a copy of your certificate with your application.

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
