This vacancy is for a GS-1105-9, Purchasing Agent located in the Department of Homeland Security, U.S. Coast Guard, BASE ALAMEDA PROCUREMENT and CONTRACTING DEPARTMENT -S in ALAMEDA, California.

Requirements:

To qualify at the GS- 09 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-08 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Specialized experience must include the following:

• Awards and executes purchase orders and contracts, utilize full range of simplified acquisition procedures, negotiates, understand delivery schedules, prepare, issue and evaluate solicitations, develop terms and conditions for a variety of services and supply orders, prepare statement of fact relating to mistakes in quotes and protest before and after award.
• Administrating purchase orders and/or delivery or task orders that require monitoring and oversight to resolve complex and non-complex issues (i.e., invoice/payment issues, cancellations, terminations or purchase order modifications) and coordinating/discussing these or similar problems with contractors, vendors, and various Agency or activity personnel.
• Performs procurement functions to determine and utilize the most economical means of providing procurement support to our mission partners.

NOTE: Education cannot be substituted for experience at this grade level.
