The VA Greater Los Angeles Health Care Systems is recruiting for Health System Specialist in the Office of the Associate Chief Nursing Service (ACNS) Research, Innovation, and Development. The incumbent provides support to Nurse Leader by coordination of all program activities. Creates and maintains records and gives regular reports regarding program goals and progress toward attainment of goals/performance measures.Requirements:

Individual Occupational Requirements
1. Education : Undergraduate and Graduate Education with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (TRANSCRIPT MUST BE PROVIDED).
OR
2. Experience : Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: - Missions, organizations, programs, and requirements of health care delivery systems;
- Regulations and standards of various regulatory and credentialing groups; and
- Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Special Provision for Inservice Placement:
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
- Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
- Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
- Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
In addition to Individual Occupational Requirement, applicants must also possess the Specialized Experience, Education, and/or Combination as described below.
To qualify for this position at the GS-11 level, you must meet one of the following: One year of specialized experience (equivalent to the GS-09 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization.
Specialized experience includes but not limited to:
- Understanding of how social, political, organizational, and technological systems function and leverages this knowledge to operate effectively within the Research Innovation and Development department. This includes a thorough comprehension of the policies, procedures, rules, and regulations specific to academic affiliations, BLS/ACLS program, new employee orientation, the talent management system, nursing education, multidisciplinary simulation, safe patient handling and mobility, and nursing residencies
- Developing clear objectives and strategic plans tailored to the Research Innovation and Development department's programs. Works in coordination with other departments and stakeholders to achieve defined goals
- Communicating information, whether ideas or facts, to individuals or groups with a focus on the unique aspects of the Research Innovation and Development programs. Tailors communication to the audience, recognizing the nature of the information (technical, sensitive, controversial)
- Demonstrating in-depth knowledge of the principles, methods, and tools required for the effective management of Research Innovation and Development programs. Provides oversight for multiple projects such as nursing residencies and academic affiliations by integrating dependent schedules, deliverables, and coordinating related activities
- Managing the financial responsibilities and budgetary constraints specific to the Research Innovation and Development department's programs. Maintains accurate and transparent budgets for initiatives like nursing education and multidisciplinary simulation. Proficiently handles a departmental credit card, ensuring all expenditures are justified and documented
Education : Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree o r 3 full years of progressively higher level graduate education leading to such a degree or
LL.M., if related.
OR
Combination: Combinations of successfully completed graduate level education (beyond the first 2 years) and specialized experience as described above to meet total experience requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. (NOTE: You must attach a copy of your transcripts for verification).
