Applicants must have one full of specialized experience, comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing professional civil engineering work. This experience included the following: (1) developing preliminary and final designs and specifications, cost estimates, for new or in repair or rehabilitation electrical equipment and systems water storage, water conveyance structures and/or distribution facilities (e.g., dams, pumping plants, power generation systems, connected electrical facilities, switchyards, substations); (2) preparing and advising on comprehensive electrical design, design review, cost engineering principles, solving design/construction problems, and other engineering issues; (3) performing technical review of electrical design analysis, plans and specifications for contract documents, studies, reports, etc. to ensure accuracy, technical feasibility, and compliance with agency and other federal, state and local agencies.

B. Have successfully completed 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. C. Have a combination of specialized experience directly related to the position and progressively higher-level post graduate education leading to a doctoral degree. To calculate the combination, first determine your total qualifying experience as a percentage of the required experience above. Only graduate education in excess of two (2) years (36 semester hours) will be used to qualify at the GS-11 grade level.
