Requirements:

Your resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Designing network topologies, and installing, setup, and sustaining network routers/switches.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Providing subject matter expertise on complex system architecture, network design, group policies, remote administration, or advanced cyber security technology implementation.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Communicating both technical and business requirements, ensuring that the team members are appropriately placed and supported to support a large number of unique customers.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Building desktop computer systems and servers, adjusting BIOS settings, driver installation and troubleshooting, and Windows/Unix/Linux shell commands.

In addition to your experience demonstrating the four competencies above:
For DS-4:
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the DS-3 grade level or pay band (GS-9/10) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing, modifying or installing new applications; 2) Demonstrate extensive knowledge in multiple platforms, databases, and applications; 3) Developing, maintaining, and improving efficiency and functionality in multi-platform, multi-site networks.

For DS-5:
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the DS-4 grade level or pay band (GS-11/12) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing, modifying or installing new applications and scripts; 2) Demonstrating working with Microsoft Server/Desktop Operating Systems, Scripting languages, and legacy systems and applications; 3) Utilizing virtualization techniques as well as ESX and VMW; 4) Create and modify standard operating procedures as well as documentation to support Cybersecurity deliverables.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
