Requirements:

Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade and qualification requirements must be met within 30 days of the closing date of this announcement.

Basic Requirements: Applicants must meet the basic requirement for this position. To meet the basic requirement for Contract Specialist GS-05 through GS-12 positions, applicants must have:

  • A 4-year course of study leading to a bachelor's degree with a major in any field.
OR
  • At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.

Applicants must obtain a FAC-C (Professional) certification within 36 months of entrance on duty.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

To qualify for this position at the GS-11 level, you must possess one full year of specialized experience equivalent to at least the GS-09 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:

  • Providing business advice to customers relating to contracts; AND
  • Performing all pre-award/post-award functions by using a wide range of contracting methods and types to procure commodities, services and/or construction.

OR
3 full academic years of progressively higher-level graduate education or Ph.D. or equivalent doctoral degree (Transcript required)
OR
Combination of experience or education.
