Description:

You will serve as a SUPERVISORY IT SPECIALIST (SYSANALYSIS) in the COMMUNICATIONS & NETWORKS of NAVWARSYSCEN PACIFIC SAN DIEGO CA.

Requirements:

I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: As Branch Head, you will provide assist Division Leadership in developing strategic leadership, technical guidance, and operational oversight to a team of approximately 25 engineers and scientists.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Provide technical leadership and mentorship in the areas of electromagnetic beam propagation, atmospheric and oceanic effects on various wavelengths (VIS/IR to HF and RF), modeling and simulation, and prototype system development. Oversee the Atmospheric Propagation laboratory and test ranges.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Foster a culture of innovation, collaboration, and continuous improvement. Plans, distributes, coordinates, and monitors work assignments of others; evaluates work performance and provides feedback to others on their performance; ensures that staff are appropriately selected, utilized, and developed, and that they are treated in a fair and equitable manner.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Assist in developing and implementing the Branch's strategic vision, aligning it with the Communications Division's goals and NIWC Pacific's overall mission. Identify and pursue new business opportunities, expanding the Branch's sponsor base and technical capabilities.

In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band NM-03 in the federal service or equivalent experience in the private or public sector Provide technical leadership and mentorship in the areas of electromagnetic beam propagation, atmospheric and oceanic effects on various wavelengths (VIS/IR to HF and RF), modeling and simulation, and prototype system development; provide assistance for integrating the perspectives of project managers, Division leaders, and sponsors to attain comprehensive vision and strategy.
