MINIMUM QUALIFICATIONS : Bachelor's Degree in Business, Public Administration, or a related field from an accredited institution AND a minimum of five years of experience as a senior level leader/manager in operational management and planning. Must have knowledge of Human Resources and Financial Analysis practices, and resource allocation, preferably within a large, customer-oriented organization. Demonstrated skill in managing complex organizations with diverse functions in a competitive environment. Knowledge of military command structure, operational planning, budgeting, acquisition, and management processes. Proven ability to develop and implement policies, integrate new methodologies, and solve complex problems. Strong leadership, communication, and interpersonal skills, with experience engaging officials at various levels.
