Requirements:

The successful candidate will provide legal support across the full range of OGC practice areas, predominantly in Government contract law, civilian personnel law, ethics, and environmental law. Contracts work is primarily advisory, but also includes administrative litigation. The office's litigation in the contracts realm typically takes place before the Government Accountability Office (GAO). The civilian personnel law area includes advisory and litigation work. The office's litigation in the civilian personnel realm typically takes place before the Equal Employment Opportunity Commission (EEOC) and Merit Systems Protection Board (MSPB), or through liaison with the Department of Justice in representing the DON in federal courts. Other areas of law include fiscal law, the Freedom of Information Act, and non-acquisition command agreements. The office also regularly provides training to the client organization across its practice areas.

The NAWCWD China Lake site is located onboard the Naval Air Weapons Station, in the Mojave Desert, approximately 150 miles north/northeast of Los Angeles, California by road. The position will be filled under the Science and Technology Reinvention Laboratory (STRL) personnel demonstration system, which is a pay for performance system using pay bands with salary ranges. The position will be filled in the Business and Program Management Pay Band DA--03/04/05/06 (GS-11/12/13/14/15 equivalent). Pay will be commensurate with the successful applicant's qualifications, funding availability, and STRL pay setting guidelines.

To be eligible for selection at the DA-03 (GS-11 equivalent level), applicants must have at least one year of professional legal experience, or be a recent law school graduate with superior law student work or activities as demonstrated by: graduating in the top third of their law school class; work or achievement of significance on an official law review or journal, or a special high-level honor, e.g., winning a moot court competition, membership on the law school's official moot court team, or membership in the Order of the Coif.

To be eligible for selection at the DA-04 (GS-12 equivalent level), the applicant must have at least two years of relevant professional legal experience at the DA-03 (GS-11 equivalent) level or be a current DA-04 (GS-12 equivalent) attorney within the Federal government. Note that for the DA-03 (GS-11 equivalent) and DA-04 (GS-12 equivalent) positions only, a second professional law degree (LL.M.) that required at least one full academic year of graduate study may be substituted for one year of professional legal experience.

To be eligible for selection at the GS-13 equivalent level within the DA-05 pay band, the applicant must have in excess of two years of successful professional legal experience, in some combination of the practice areas identified above.

To be eligible for selection at the GS-14 equivalent level within the DA-06 pay band, the applicant must have at least three-and-one-half years of successful professional legal experience, in some combination of the practice areas identified above.

To be eligible for selection at the GS-15 equivalent level within the DA-06 pay band, the applicant must have at least five-and-a-half years of successful professional legal experience in some combination of the practice areas identified above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
